Whereas pilipiliÂþ»­ understands that we must learn from our past in order to create a truly equitable institution today and for future generations:

I do hereby proclaim the United Nations International Decade for People of African Descent at pilipiliÂþ»­ and will take action to implement the Decade themes of recognition, justice, and development.
