Hiring Salary Range: $85,000 - $96,000


Description:
Reporting to the Bursar, the Director of Facilities oversees the operation of the Facilities Department, providing leadership to the University in the areas of fire prevention, health and safety, planning and renovations, facilities development, energy management, maintenance, custodial services, grounds, fleet and waste management, parking services and security.

Key Responsibilities:

Fire prevention, health and safety
• Review of fire and safety protocols. Ìý
• Assist in the maintenance of fire, safety, security, insurance, health, and other related campus programs.
• Ensure that parking facilities are maintained in good condition with adequate lighting and safety features.Ìý Ìý

Physical Plant
Manage the operations of the Facilities Department, including: the performance of maintenance and custodial tasks; purchase and distribution of utilities; design and construction of renovations; administration of design and construction contracts for new facilities.
• Direct all aspects of major facilities renovations and new construction.
• Ensure proper upkeep of facilities to include heating, ventilation, lighting, cleanliness, sanitation, general appearance of buildings and grounds, snow removal, and emergency situations affecting the campus.
• Prepare and maintain preventative maintenance and deferred maintenance programs.
• Maintain liaison with architects, engineers and contractors/ subcontractors engaged in plant expansion, renovation, or other major projects, and act as principal point of contact in such efforts to ensure the interests of university are protected.

Management Ìý
In consultation with the Facilities Manager ensure supervision and training of building, grounds, maintenance, housekeeping and custodial personnel; tradesmen; contractors and/or their employees hired for specific work; and such other personnel as may be assigned or designated.
• Provide administrative and technical direction and support to department staff in completing work assignments.
• Determine building and maintenance priorities that are of significant scope.
• Direct the administration of service contracts for maintenance, repair and other services affecting facilities, equipment and furnishings.
• Maintain sufficient records, files, controls, procedures to ensure management and work production.
• Maintain the repository for all plant blueprints and drawings and update floor plans to show physical changes.

Finance
• Prepare the annual budget for physical facilities in coordination with the Bursar.
• Manage negotiation of bids for construction and renovation contracts; and administer such contracts.
• Ensure university compliance with the Atlantic Procurement Agreement and the Public Procurement Act.
• Evaluate and ensure the efficient operation of the department, while controlling operation expenses consistent with sound maintenance practices.
• Direct the purchase of necessary supplies, equipment and services from appropriate sources and maintenance of proper inventory control over central stores, maintenance and consumable supplies.

Communications
• Liaise with senior administrators and others in the college community with a vested interest in facilities, such as the Dean of Residence.
• Advise, discuss and inform department heads and staff members on facilities matters and problem areas.
• Working with the Facilities Manager, ensure that good internal communications practices are carried out at all staffing levels. Ìý

Committees
• Serve as ex-officio member of the University’s Occupational Health and Safety Committee
• Serve as ex-officio member of the University’s Property Grounds and Safety Committee

Experience and education
Ìý
A minimum of 10 years experience and leadership in senior level management positions in a complex facilities department. Experience in a public service institution or academic environment preferred. An engineering degree or equivalent directly related professional experience.Ìý Ìý

Skills

• Ability to plan, coordinate and control all aspects of physical plant activities.
• Ability to work with management systems and variety of skilled/unskilled, professional, administrative, and industry personnel.
• Knowledge of office administration, reporting, budgeting and control, and business operations.
• Knowledge of construction related tender documentation and construction procurement methods. Knowledge of architectural, interior and urban design standards. Knowledge of construction means, methods and applications.
• Ability to express ideas effectively orally and in writing.
• Willingness to be accessible and available at the University in time and presence to insure proper management and operation of plant activities.
